China's energy structure is "rich in coal, less gas, lack of oil". The dominant position of coal consumption will remain immutable in the future economic development. As of 2010, there are overall 601,200 industrial boilers nationwide with a total capacity of about 3.48 million tons and nearly 700 million tons of annual coal consumption. China produces and uses the largest number of industrial coal-fired boilers in the world.
In recent years, the government has attached greater and greater importance to the reformation of industrial coal-fired boilers. The national and local governments have taken a series of relevant policies measures:
- Notice on Printing and Releasing the Implementation Suggestions of Ten Key Energy-Conservation Projects of the 11th Five-Year Plan (Ref. Fa-Gai-Huan-Zi [2006] No. 1457) of National Development and Reform Commission (NDRC), Ministry of Science and Technology, Ministry of Finance, Ministry of Construction, the Quality and Technology Supervision Bureau, the Environmental Protection Agency, Bureau of Government Offices Administration under the State Council and Bureau of Government Offices Administration Directly Under CCCPC in 2006
- In 2008, because the new high-efficiency environmentally friendly pulverized coal-fired boiler system conformed to national policy on energy conservation and emissions reduction, this innovative technology was listed as one of the ten key energy conservation programs in the national “11th Five-Year Plan”.

- In 2010, the new high-efficiency environmentally friendly pulverized coal-fired boiler system technology was included in “State Key Energy-Efficient Technology Promotion Catalogues (the 3rd Batch)” (29-11-2010) (Ref. No. 33 (2010) Announcement of the State Development and Reform Commission of the People’s Republic of China)
- In 2011, Ministry of Environmental Protection (MEP) approved the construction of "The National Environmental Protection Engineering and Technical Center for Energy Efficiency and Pollution Control of Industrial Coal-Fired Boiler" in supporting companies (Ref. Huan-Han [2011] No. 324)
- In 2011, Shanxi Provincial Development and Reform Commission, Department of Environmental Protection and Housing and Urban-Rural Construction Department jointly issued "Shanxi Provincial Detailed Rules for the Implementation of Promotion and Application of the New High-Efficiency Environment-Friendly Pulverized Coal-fired Boiler” (Ref. Jin-Fa-Gai-Zi-Huan-Fa [2011] No. 35).
- In 2012, "the technology of clean combustion and pollution control of industrial pulverized coal-fired boiler" was included in the “2012 Catalogues of Environmental Protection Technologies Encouraged by the State" (Ref. Circular No. 39 (2012) of MEP), promulgated by MEP on July 5, 2012
- In 2012, (SQ2011GX01D02191) "coal-fired industrial boiler energy efficiency and energy contract management and demonstration projects" was included in the "2012 National Science and Technology Support Program Alternative Energy Technology Projects"
- Notice on Relevant Issues Regarding the Renovation and Replacement of Inefficient Boilers by Adopting the New High-Efficiency Environment-Friendly Pulverized Coal-fired Boilers of Shanxi Provincial Environmental Protection Bureau, Development and Reform Commission, Economic Commission, Department of Finance, Department of Science and Technology in 2008 (Ref.
